The Chicago Bears will use the non-exclusive tag on Alshon Jeffery.
The Bears and Jeffery have been unable to agree upon a long-term deal.
The two sides can still agree upon a long-term deal by July 15th.

The New York Jets will use their franchise tag on Muhammad Wilkerson.
Wilkerson has been one of the NFL's best defensive linemen since he was a first round pick in 2011.
If Wilkerson plays under the one-year franchise tender, he'll make $15.7 million in 2016.
The Indianapolis Colts won't bring back Matt Hasselbeck in 2016.
Hasselbeck was 5-3 as a starter last season, helping the Colts stay in the playoff picture without Andrew Luck.
The Colts plan on having Josh Freeman serve as the backup at quarterback to Luck next season.
Von Miller is not expected to reach a long-term deal with the Denver Broncos before Tuesday's deadline for teams to use franchise tags.
If no deal is reached, Miller would get the Broncos' franchise tag.
The Broncos and representatives for Miller have been trying to negotiate a long-term deal. Executive vice president of football operations/general manager John Elway met with Miller's agent, Joby Branion, on Friday at the combine.
Anthony Davis has applied for reinstatement to the NFL.
Davis retired last June from the San Francisco 49ers.
The 49ers own the rights to Davis and he does intend to play for them again.
"I've had some contact with him, but I have no idea what his status is at this point," said Trent Baalke.
Davis would sure up the right side of the 49ers' offensive line.
Washington has been been in talks with at least two teams about a trade involving Robert Griffin III.
Griffin would have to agree to a new contract with any team that trades for him, so he figures to have some influence on where he ends up.
Washington picked up Griffin's $16.15 million option for 2016. If they are unable to trade Griffin, the Redskins are expected to release him by the time the new league year begins March 9.
Washington will use one of their tags on Kirk Cousins.
Washington must decide whether they will use their franchise tag or their transition tag on Cousins, a league source told Schefter.
Cousins won the quarterback job over Robert Griffin III.
Based on a projected salary cap of $153 million for the 2016 season, the franchise tag for the quarterback position would be worth $19.6 million while the transition tag would be worth $17.5 million.
Jamaal Charles suffered an ACL tear in Week 5 and the Kansas City Chiefs went on an 11-2 run without him.
Charcandrick West and Spencer Ware were productive at running back for the Chiefs.
The Chiefs could have saved $5.3 million, with no dead money, by cutting Charles.
With more than $30 million in cap space, however, the Chiefs have no real reason to cut Charles.
"He will be an important piece of this team moving forward," John Dorsey said.
The Baltimore Ravens have used the franchise tag on Justin Tucker.
"We've had some discussions, but we will franchise Justin if we do not get a deal done. Even if we do franchise him, we will continue to work to negotiate to try and get a deal done," said Ozzie Newsome.
For now, the estimated $4.5 million tag figure works out well for both sides.
Chip Kelly was asked about whether Colin Kaepernick will be his quarterback with the San Francisco 49ers.
Kelly is accustomed to getting asked that question as he received it multiple times during a tour of military bases last week in Europe, Africa and Afghanistan.
“Yeah, it was interesting, they all want to know about Kap,” Kelly said Thursday with a laugh. “I told them the same thing I told you: we’re getting ready to work with him on April 4th, so we’re excited.”
The 49ers confirmed this week that they're going to keep Kaepernick at least through his April 1st guarantee date of $11.9 million.
“He wants to be here. He’s never expressed to me that he didn’t want to be here,” Kelly said. “He expressed to me that he’s excited about getting healthy and getting going. And we’re excited about him getting healthy and getting going.”
Kaepernick underwent multiple surgeries since he last played.
